People using income averaging owe less tax for that year than they would without income averaging.

适用收入平均法的人那年将少交税(相比没有该法而言)。

问题问的是如果不实行这种法律,哪部分人受的影响最大。而A中的人连续

3年收入下降,根本就不是该法律适用的人群,所以该法律A中的人没有影响。

故A不对。
