This is a must-be-true type of question, meaning the correct

answer choice HAS to be true based on the info given in the

stimulus.

C) is the correct answer.

The stimulus says that there is no correlation between countries

with the largest budget deficits and the countries which have the

largest trade deficits.

如果将B 改成 possible 是不是对的呢?
因为no such correlation,so that different countries are reliably comparable to each other is possible

应该是逗号前面的句子采用了省略if的倒装,分解开来的话:But that prediction would not have adversely affected the dollar , if  it had not been for the government's huge budget deficit, which must therefore be decreased to prevent future currency declines.
