题干主句的谓语在哪？ruling?还是mandating?如果是进行时态，be跑哪去了？还请高人指点!

frankly, i think there might be a typo on this question, mandating

should be changed to mandate.

just a thought

The school board ruling（主语）（mandating that physically handicapped students be placed in regular classroom settings whenever possible修饰语） also assured （谓语动词）children （宾语）（with reading problems定语 )of special aid.
这才是句子划分。要是说mandating 打错了，那also 应该改成and 才是，而且要用mandated.
