写一封独立的推荐信而不逐条回答问题，行不行？这样的话，不会显得不够认真吧，我的推荐人没有时间去一个个回答问题。

Yes, you can do that. But it is always better to answer questions one by one.

how about first answering each question, then provide the general letter.
by the way, if there is the answer to the question in the letter, can i let them refer to the general letter?

No, you don't need do so. Just one type is ok.
