C, 是个被动哦.而且把主句的内容变成了从句了.

我觉得The labor agreement 同意减员,通过提供更高的退休金和特殊

的退休程序来使这种减员加速.

provides 的动作发出者还是The labor agreement .

此题要具体理解题目的含义,从逻辑关系上来理解.因为staff reductions ,和increased pension benefits ,a special early-retirement program是2个同时发生的动作,需要and连接,再加上b选项上用provide和permit并列,比较明显是题目的解题线索.至于c为什么错，根据宏观规则,优先主动语态,被动语态一看到就可以cancel了.

因为原句并没有用并列结构，所以要选定b 就要用逻辑有效性比较，从而排除其他喧响。
