I want to know what is the meaning of the "many+名词短语，if not most，verb" in the sentence,and which section is the emphasized structure?

我觉得这里的many表示有一定的数量，但是数量是绝对的，most代表的比例是

相对的。例如：minority一共有10million,其中有5m同意B的观点，所以是

many,但是不是most.如果minority只有1 thousand,其中有800同意B的观点，那

么就是most,但是不是many!这是比例与数量的问题！
