请问这句话的前半句：“Our economic problems were decades in the making” 如何理解？请大神帮忙分析一下句子结构呀~

普通理解：我们国家的经济问题是长年累月而形成的，他们不能被一下子就解决了...

文艺理解：冰冻三尺非一日之寒，我们国家的经济问题是不能毕其功于一役的....

我知道是什么意思呀。就是搞不懂这个句子的结构。按照我的拙劣理解，XX are decades是主干.但是XX are decades这句话好诡异啊~
