改革在美国没有什么实质意义,只不过是把种族和其竞争者的范围扩大了一下,像他们说的那样,对那些被剥夺了公民权的人“采取一点行动”
AS IT WERE,是一个插入成分,没有什么实质意义,如果非要解释的话,可以解释成“像他们说的那样“
