可是13-19行都是reasoning，没有efforts啊? 是不是问题写错了？

我已经找到了。但是The strategic reasoning was based, first, on the concern that politicians and administrators might play off unionized against non-unionized workers, and, second, on the conviction that a fully unionized public work force meant power, both at the bargaining table and in the legislature.

都是reasoning，没有efforts啊? 题目的cite union effort我看不懂。

文章开始说union没有把劳动者联合起来，后来要完全联合起来．effort to union就是把他们都联合起来吧
