(B)most people who illegally copy programs would not purchase them even if purchasing them were the only way to obtain them

(D)the total market value of all illegal copies is low in comparison to the total revenue of the computer industry

根据B选项所说：非法复制软件的人不会购买软件即使购买软件是得到它们的唯一途径。
非法复制软件的人对软件不感兴趣，如果购买软件是得到它们的唯一途径，他们就不买软件，对于industry来说loss就是零，也不可能从他们身上赚到钱。

市场上正版卖了100件，盗版卖了20件。
公司认为它们损失了这20件的收入。所以要坚决打击盗版！

但是如果存在条件：这些卖盗版的人对软件不敢兴趣，他们买盗版就是无聊没事做。。。
那么取消了盗版
市场上正版还是卖出100件，以前买盗版的人现在买不到盗版了，但是也不会去买正版”

根据D选项所说：盗版带来的损失与总收入相比很小（就是还有一些损失），这才恰好是Thus,the loss to the industry is quite small

综上：我选了D

stimulus 里面说了 most of the illegal copying... 说明还是有例外的，

也就是说有一些人如果没有盗版可买的话就回去买正版，虽然这些人很少，因为

most是没有真正的兴趣的。另外即使和总利润相比比较小的话也有可能达到百万

美元啊，因为你不知道总利润是多少，很可能总利润上几千万，那么百万只占百

分之2，3，那么D项就肯定不对了

另外我觉得你不应该纠结在 small 这个词上，看相关性，前面一直在讲买盗版的

人会怎么样，D项突然讲起来总利润和盗版市场，前面推不倒后面去。
