为什么不选D啊？the amount of phosphates that municipalities are(had been) allowed to dump这不是政府法令的一部分吗，按XDF老师上课所讲，政府法令要用现在时的啊。

但是phosphates是在1972年之前被允许倾倒的啊

这个我知道，但XDF老师的意思是：只要是政府法令，哪怕是1279年的，也要用现在时，这条规律是用现在时的三条规律之一，还有两条是：客观事实（比如地球绕太阳转）；科研成果或统计资料。

这种规律正确吗？谢谢
