因为这题还真不好解释，主语从句句首先行词不用that的。
剩下c d
C选项，强调句不妥

可是D也是强调句啊。。。

是主语从句主语是that后面的部分

刚才查了一下主语从句that也可以放在句首
如 That he finished writing the composition in such a short time surprised us all.
那么本题还不能立即排除AB
但是
A said that 这个部分不对 it没有指代
B said to be at fault也不妥 awkward
