此题答案为A. 我不明白D为什么不对，以下是prep对D的解释

D. 本选项采用it作为形式主语，真正的主语为whether… or…结构，这一句法结构本身没有问题，
但是句子时态错误，whether… or…连接的部分是对称的，台湾与中国大陆进一步发展往来，还
是保持现状，是同一条件下的两个选择，应该使用相同的时态

但是我记得现在时和将来时可以并列，但是他们不能和过去时并列。有这样的说法吗？

现在时和将来时可以并列在一起但是这里需要的是两个同样时态的平行因为要表达的就是平行的意思一切都要看句子想要说什么～

这里意思应该是说台湾是想维持现状还是想与中国发展关系，是

一个二者择一的问题，所以时态必须一致，如果一个是现在时一个是

将来时就表示不出这种意思了

可是维持现状就应该用一般现在时，想要进一步发展就应该用将来时啊，我还是不太明白你们说的意思。还有就是A选项的被动语态问题，很容易被排除

首先D选项那里 it affects 和从句中的will就时态不一致了//其实你应该建立在整个句子的理解
而不是单纯看语法。整个句子的意思是说美国将会被台湾的行为所影响（什么行为？与内地进一步发展关系还是维持现状？）这个是还没有发生的动作。。意思说如果台湾将要和中国发展关系就不能维持现状，而台湾在将来如果是想维持现状就不会与中国发展关系

还有就是你说A的被动语态错误是不对的，主动语态优于被动语态是有一个大前提的，就是其他使用主动语态的选项是正确的才存在这一判断标准，如果主动语态的选项都错误就只能选择被动语态了.
