不好意思，打字太慢，上面的题目花了我好长时间。我地问题是，D固然可以，可是C也很有道理呀？既然铁路乘客承担了一些公路维修成本，那么公路司机承担一些铁路建设成本也很公平。

原题问的是provide the authority with the strongest counter to the objections that its plan is unfair而原文提到的 the objections是 Although the proposed improvements are indeed needed,the authority's plan for securing the necessary funds should be rejected because it would unfairly force drivers to absorb the entire cost of sth from which they receive no benefit.
C答案与提问没有关系说得是乘客承担费用，原文的Objection针对的是司机，提出这种政策对司机不公平，D说司机其实是受益于这项政策的。
