D，比如一个长有2000人，出了2个情况一个是一个人出1000次事故还有一个是1000个人各出1次事故在数目上是一样的，但是在涉及面是不通的，前者说明出事故率是1/2000，后者是1000/2000所以对结论是加强。E是多数的事故指包含1个机器，比如一个长100台机器，一个机器1个个人管，那么，一次事故包含10台机器，那就是10个个人出事故，而如果事故是包含1台机器的话，就1个个人出事，后者的涉及面要小很多，加强了结果。
