Yet although the proportion of new cars in Donia's capital city has always been comparatively high, nitrogen dioxide emissions there have showed only an insignificant decline since 1993.

是的，就是引起1993 的significant decline的原因是什么。

我是问红色那部分的significantly reduced 原因，不是蓝色那部分

好吧，你仔細再看一下，這是矛盾題：預期A，結果B，請解釋。

1993年，在全国大部分地方（一个大整体），installation of this converter是奏效的，所以使得most of country 的nitrogen dioxide emissions是减少了的。题目问的是为什么这个国家的首都（局部），在安装converter后，emmission没有显著的降低。不知道这样说有没有回答你的问题呢？
