这道题答案是C，但C是什么语法结构？没有谓语呀？A为什么不行呢？

这里的谓语是work啊,主语是an overwhelming proportion of women 占多数的比例的妇女.A不好是因为which去指代women错,如指代proportion那么主谓不一直,而且逻辑上不符合.
