a属于明显的他因削弱,而b如你所说,是可能delay,但是真的会不会delay呢?所以b是无关选项

这句说明了原文隐含的逻辑是 deregulation-->商用飞机的客流量大, delay-->把更多的空间分给商用飞机,来解决delay
