A中,第一个it是形式主语第二个是指代，含义不同。同一句中，同一代词可以起不同作用吗？
B中，OG说意思改变了。。。没看出来哪里不一样了。。。
C中，it指代schistosomiasis ，so...as to结构，schistosomiasis 也为become的动作发出者，没问题，哪里错了？

首先，A中第一个it不是形式主语，就是指代的 schistosomiasis ，第二个也是的。表示它能使人变得很虚弱，所以成为了很多发展中国家财政支出的大头。也就是schistosomiasis is so debilitating that it has become an economic drain on many developing countries.
如果是形式主语的话，it is ....that是可以去掉而不影响句子意思的。在这里显然不是。

第二，B中economical表示经济的，节约的，节俭的，与economic意思不同。要说经济发展之类的用economic，说“买这辆车很经济很实惠之类的用economical。

第三点，我查了下manhattan老师的回答，他说这里不能用倒装，句子顺序很poor

可能是我没说清楚，OG说的是B中debilitation改变了句子意思。economical属于另一个错误

第三点，你的意思说只是不能倒装，而短语本身没有错是吧？最近见过好几个so...as to结构，对这个结构很迷茫。。

第二点中 it is so debilitating 是它能使（人）虚弱
而 it is of such debilitation 的意思是：它是如此虚弱
be+of+名词修饰某个词等于该名词的形容词形式修饰某个词
for example, "the flower is of such beauty" is equal to "the flower is very beautiful". in this case, "beautiful" modifies "flower".
that is to say, in the " it is of such debilitation " case, the quoted part means "it is debilitated", and "debilitated" is different from "debilitating", because the former one means "weak" while the latter one means "weakening" .

虽然OG 12 的解释说so...as to是一个错误的结构，但是我查了manhattan老师的帖子，他说在这题里主要是倒桩的问题，句子语序很poor，so....as to应该还是可以作为一个idiom。但是前提是绝对不能在逻辑主语的定位上引起歧义，结构要非常清晰。

我明白你的意思~但是，debilitation的形容词到底是debilited还是debilitating呢？我查了，后者也是。。。这里该如何选择。。。

be of加抽象名词表性质，而debilitation的意思是衰竭，不是使衰竭，所以of debilitation是它衰竭了的意思。
举个例子
it is of exhaustion 意思就是it is exhausted而不是it is exhausting
