答案是C 但是E是怎么排除的？前面的to和for能否作为判断依据，还有后面部分的with the intent of doing是由于awkward还是有什么绝对性的错误谢谢

authority to 是固定搭配。A的with their objectives being to protect是独立主格结构哇，with 和being 通常要省略的

易斯君上课讲 to do 优于for doing的时候说这只是统计规律。。。。具体要根据句意决定的。。。。
