这个题目如果我选择我会选A

原句其实没有太大的问题，语法结构正确，逻辑意思也一致
这种情况下，其实选A的可能性非常高
B的问题在于that of，这个that of指代其实很奇怪，按照语法，这个that of 只能指代number of，这样逻辑意思就不符了
C选项是不好的，double这个词在这里肯定不会是一个动词，因为如果是动词，这里就是用了原形，即便想要和别的成分并列都不符合形式，更何况还没有连词存在
如果double在这里做一个形容词或者名词，则发现没有能够修饰的东西。都不如doubling作伴随过程状语直接修饰前面的谓语动词rose来的好。

至于lisa你问到的关于twice的问题，我是这样理解的，twice as many as 这个结构是一个形容词结构，因为many只能作为形容词而不能作为副词，所以twice as many as必须修饰前面的某一个名词，而不能修饰前面的谓语动词rose，这就是twice结构在这里使用不妥的地方

至于你说的increase of 和increase in的差别可以从字面上理解
如果是increase of the previous year，就是指去年的增长而increase in指某方面的增长，这里自然是前者更好

考点：
1.伴随状语：doing引导伴随状语或者目的状语
2.前后句关系平行一致
3.不可数名词，抽象名词不可用many形容
4.AlienX: "of XXX(年份)"在OG/Prep上常出现, 所以of previous year没问题
5.注意这个题的含义 (http://forum.Topway.com/GMAT_SC/thread-376052-1-1.html )：
不是说：今年的人数(total number)在增长以后，是去年增长人数（increase of the previous year)的两倍。
而是说：今年的增长(increase)是去年(increase)的两倍。
aeoluseros: 这里的double是"make twice as great"的意思，也就是使increase/growth两倍. (Explanation from LDOCE: “To become twice as big or twice as much or to make something twice as big or twice as much”)
AlienX: 我觉得doubling the increase of the previous year=使1990年的increase在the increase of（更多外语考试资讯尽在http://waiyu.kaoshibaike.com） the previous year的基础上倍增.

6.Double和twice都可以直接作为predeterminer(如C,D,E选项)，而doubling中的double是作为及物动词(如A,B选项).
