首先你要知道作者的立场是什么才能得到合适的conclusion，题目大致意思是说 a trade embargo 要成功的话必须依赖两个条件：1 international accord（国际的一致性） 2ability to prevent goods from entering or leaving that country. 但是题目又说，the possible embargo in Patria's ports 是需要 a total blockade of Patria's ports 这个action的，但是恰恰这个action 很可能导致条件1 international accord 不成立， 那么作者的立场就是the possible embargo in Patria's ports is unlikely to happen.
