Nitrogen dioxide is a pollutant emitted by automobiles.Catalytic converters, devices designed to reduce nitrogen dioxide emissions, have been required in all new cars in Donia since 1993, and as a result, nitrogen dioxide emissions have been significantly reduced throughout most of the country.Yet although the proportion of new cars in Donia’s capital city has always been comparatively high, nitrogen dioxide emissions there have showed only an insignificant decline since 1993.

答案是E，不明白为什么？这个和temperature有什么关系吗？即使说没有达到有效温度可能就无效，但是文中又说了二氧化氮已经减少啦，那就是有效啊，这个怎么解释？

if Most car trips in Donia’s capital city are too short for the catalytic converter to reach its effective working temperature, the catalytic converter can not work effectively. therefore, the nitrogen dioxide emissions show an insignificant decline.

by the way, that nitrogen dioxide emissions have been significantly reduced throughout most of the country refers to the new automobiles that their catalytic converter can not work effectively

你focus的重点错啦，原文重点不是说有减少，而是说为神马大部分的车都是新车，而且都装了那个神马转换器，但是减少的nitrogen dioxide才那么一点点捏？就是要解释为啥转换器不给力~~

但这一段读起来不会很别扭吗？
先是说 since 1993, and as a result, nitrogen dioxide emissions have been significantly reduced throughout most of the country；然后又说nitrogen dioxide emissions there have showed only an insignificant decline since 1993。那它那个二氧化氮到底有减没减？？？

没问题啊，前面说显著减少是针对整个国家，而后面针对的是capital city
