这是一个他因削弱，及原题的逻辑是： A—B , 但是因为other ingredients 则非A—B

the use of coal as a fuel （指明了用作燃料，当作燃料的煤的使用下降了，并不代表我不挖煤，煤仍然有理由继续被挖出来，挖煤的理由本来有N种，现在只是N-1种了）
总之，B没有说到coal的产量，而产量和平均costs有直接关系，逻辑上还是有缺陷的
而C说明了没有人采煤（就算是有N个理由，也没用，人家就是不挖），当然就没有产量，这个逻辑要比B好
