74. A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lakes.

(A) reduced the amount of phosphates that municipalities had been allowed to dump
(B) reduced the phosphate amount that municipalities had been dumping
(C) reduces the phosphate amount municipalities have been allowed to dump
(D) reduced the amount of phosphates that municipalities are allowed to dump
(E) reduces the amount of phosphates allowed for dumping by municipalities

这题答案是D，我错选成E.解释中说一个发生在1972年的agreement用的时态应该是past tense，所以应该用reduced。
可是我觉得这个agreement的效果是减少了倾倒量，这是一个事实，应该用一般现在时，用reduces也是对的。请问为什么这里要用reduced呢？？

但是这个agreement是发生在1972年，它就在那年达成一致就结束了。并没有一直依旧在沟通协商什么的，用past tense verb 就可以了。至于agreement的效果是一直都存在，所以用了present tense:are allowed

reduce倾倒量是agreement 的效果，是一个事实没错，但句子中1972年提示这是一个是一个已经发生了的事实，所以要用一般过去时。

E 中 sth. allowed for doing by sb. 这个结构没有 sth. that sb. is allowed to do 来的自然顺畅吧。

这题我当初选了A，后来是这样理解的，从句意上说，整个句子没有用任何其它时间词，或者隐含意思来强调allow to dump这个动作的发生时间是在1972年之前；并且，allow to dump这个动作的发出者是agreement, 使用过去完成时从逻辑意义上来讲也说不通。而一般来讲，陈述法律法规所规定的内容用一般现在时就可以了（在符合句意的情况下）。

所以整个句子要传达的意思：一个规定了(通常情况下) allow to dump的agreement, 产生过reduce这个效果。

我有一点不太明白
这个agreement所签署的初始目的是为了allow to dump还是为了reduce排放量呢？
如果目的是允许dump那为什么达到的效果是reduce the amount了呢？
这个是逻辑上的矛盾么

其实我一直觉得D中的are 应该改成were会更好。。

其实were allowed 跟are allowed 都可以的。主要看原文想表达的是agreement 如今还有没有效.

我的理解是allow to dump是agreement的内容，不是目的。agreement对dump的量限制，产生了reduce这个效果，也可以说达到了reduce这个目的。

同意sinozlz和Gail小M的说法，我也觉得were allowed是合理的，可能正是因为这个原因，才没有这个选项吧。
