这题我当初选了A,后来是这样理解的,从句意上说,整个句子没有用任何其它时间词,或者隐含意思来强调allow to dump这个动作的发生时间是在1972年之前;并且,allow to dump这个动作的发出者是agreement, 使用过去完成时从逻辑意义上来讲也说不通。而一般来讲,陈述法律法规所规定的内容用一般现在时就可以了(在符合句意的情况下)。

我有一点不太明白
这个agreement所签署的初始目的是为了allow to dump还是为了reduce排放量呢?
如果目的是允许dump那为什么达到的效果是reduce the amount了呢?
