A不可能是答案因為不平成"finding that...., many..., and that..."

A选项中的finding...引导伴随状语，修饰twelve hospitals

但是，在逻辑上finding的逻辑主语应该是officials

语法上，A选项的句子结构也不完整

答案是C, an investigation of...... has found that......, that......, and that......是很明显的平行结构

原句是find A, B, and C，均是investigation find 的内容
D则成了 find A breaking the law 和 C两个句子并列。
