B说D市的大部分开支是有那些没有获得较多利润的人承担的，那就是说D通过别人的投入来获取利润，而那些投入利润的人却没有获得利润。所以虚弱了D的辩解。

C说D的那些位于A的工业设施将在战中保持利润，这并没有威胁到第二句，如果D的利润保持正常水平，而他的投入资金很多，依然可以支持第二句，而不能削弱。
