想了一下觉得这样解释比较好
Fast cycle time"虽然是号称可以减少瓶颈，但没有说对每一种情况都一定有效
也就是说在原文的这种情况里，它可能是无效的，但是原文仅仅是因为使用了这种Fast cycle time"就得出结论说Not only does it speed up production, but it also assures quality.
这个逻辑是不是有些问题了
这其实就是a中说的了
