C和E选项的分析：（不知道如下思路和方法是否正确，请NN鉴定）
正面解题：关键是对“Therefore, innovation in bicycle technology is limited by what authorities will accept as standard for purposes of competition in bicycle races.”的正确理解。创新受到竞争标准的限制，说明只接受符合标准的，也就是C说的：过于创新的不care。E中标准如何制定无所谓，反正racer只跟着标准走。
Assumption解题技巧：（取非削弱）
取反C：racer关心标准之外的创新，那么创新应该不被限制?削弱结论，则为正确选项
取反E：制作标准的人被告知创新的设计，那么标准符合创新?没有削弱结论。不是正确选项
