首先回答你们的疑问，so long as和as long as一样，都表示条件。所以A选项用will，错！而且能省去不用定语从句，尽量不要用。
选项BC，they指代大学的话，逻辑上说不过去。
选项E，but the groups that are given the money be中使用be原形，没有依据。
