为什么不是C呢？ 不是应该有THOSE OF 指代environment and natural resource base 才能平行的吗？

However, the varied parts are countries, not the resource base.

您的意思是 as varied as China是 修饰countries的 啊？？？

一般后面可以直接加修饰语的OG认为另外加that are是属于awkward的
