这个题号是怎么编的呀我都找不到呢？虽然这个是第9套gwd，的17题，可是后面又有一个GWD11-30，这是怎么回事啊？

答案是不是错了。
我个人认为应该选择D

首先，according to和by的同时使用应该是有重复含义的，所以，BCE可以排除
其次，according to和in accordance with这两个用法是有区别的，我赞成选择A
原因如下：
Caccording to意为：“根据...”而in accordance with则有“遵循/按照...”的意思，比如，according to后面需要接法规的具体内容，而in accordance with后面直接写XX法规就可以了，总之，according to通常要接具体内容的
最后加一句，其实有讨论说such ... as 的表达其实要比such as ...更好，但两个表达都acceptable，不作为cross out的判断标准
