B的of是不是应该改成between？

A consortium 是不是integrates的主语？如果是，那么肯定就选A了
不是很清楚……

while doing 好象是表时间的吧

while是连词，如果用了while那么A consortium of historically Black colleges in the United States while……，while前半部分就是个残废
