答案是E没有问题，谁能仔细分析一下C为什么不对？Developing这个现在分词和后面的is thriving逻辑上能说通嘛？另外，as once prohibited by …这个结构对不对？谢谢

不能用动名词Developing, 因为Develop本身就有名词形式Development, 即使要用也要用develpment of xx programs

C，主谓不一致，AS多余

我觉得C选项改变了句意;主语变成 Developing而非program,本来强调的是program的流行,现在变成develop 这种program变的流行,感觉强调的重点不同
