答案B：the money be controlled by local school districts, but it allows them to spend the money only

为什么money后面是be呢？

demand 后面跟的虚拟语气省略了should
the money (should）be controlled by....

类似表“命令，要求，建议”单词还有require, suggest ,advocate, propose, recommend 等

但是这类词（require, suggest ,advocate, propose, recommend）都是动词，只有demand有动词和名词两种词性，做名词时也适用于省略should的虚拟吗？
那require, suggest ,advocate, propose, recommend 这些词对应的名词也适用吗？
