主要是A,D的区别，为什么这里conclude必须要用过去时？而conclude引导的从句又用的是一般现在时。是否存在矛盾？

在那不准的时候先看其他的问题，A中的were declining 13.6 percent 是明显的错误.

一句句子的前后时态要一致吧，前面是过去时declined，后面也应该是过去时，除非有很明显的时间状语标志词出现。

D 時態前後不一致，為什麼對?

因为concluded后面是说明一个事实，所以可以用一般现在时。例如：Galilei concluded that the earth is round.
