从语法来看，我也觉得A比较正确，但是不理解为什么是the deal were...

因为句意是虚拟语气,所以IF从句里面应当用虚拟语气,所以用WERE

尴尬,我选的也是A,所以不知道为什么UNTIL后面要用BE动词原形

if the deal were not to be concluded 是用来修饰penalties的，与前面的内容没有关系，所以我觉得前半部分不用虚拟语气，应该选A
