下面那种情形会使得这个petition误导那些【认为propsal会从地方推广到全国的】支持者。
那些【认为propsal会从地方推广到全国的】支持者认为:地方性的法律会推广到全国
如果按C所说,全国的法律会超越相对更加严格的地方法律的话,刚好会造成误导

题目最后问的中一个很重要的词-----local,题目问的是在什么情况下,请愿者的标语会误导他人,让别人认为会将本地禁烟法律扩展到全州所有地区。所以应该选C,从而说明这个ban与local ordinance本质不同,从而会误导voters,欢迎拍砖。

c完全是答非所问。。。别人题目问哪种情况是对的。。c直接给了一个假设(would)与题目问题毫不相干

题目问题是:在什么情况下,Voter会被误导。c 就是说:全国范围的法律如果取代当地的法律的时候,voter 会被误导。大家想想是不是这样的呢?我们模拟一下当时的情景:
如果有人问你是否支持全国的禁烟活动(全国的禁烟法律),你可能回答支持。如果在发生C中的情形:全国的法律会代替当地相对严格的法律。
你觉得你被误导了吗?后悔了吗?是的,你被误导了,因为你跟本不知道全国的法律是针对某些公共区域而不是本地法律的延伸。如果没有C中的情况,即使你支持了全国的禁烟法律(虽然只针对某些公共场合),但是它不会取代本地的相对严格的法律,所以对你没有多大的影响,所以谈不上误导。误导的意思就是根据一些偷换概念的或者虚假的信息让你做出一个你原本不会做的决定。没有C的情形发生,不管你支持不支持,都不会对你有影响,你也不会觉得自己被误导了如果后续知道那个全国的法律只是针对某些场所.
当然,如果你一开始就回答不支持的话,不管发生什么情形你都不会被误导。但是本题是针对那些支持的人
而言的,什么情况下他们被误导了。
