句子前面部分我编的。。。我不记得原句是什么了，但是考点在这里，括号里的是一个名词，这个名词是动词cost的逻辑主语，所以cost还是costs看这个名词，lawful controls名词和前面的**measurements并列，controls用复数。.

A.选项大概是上面的划线部分，动词我不是很记得了，但我记得用的是一般现在时，我当时是选了A的，因为相对之下比较靠谱，但是又觉得have been existing有点啰嗦。
其它选项有mortorists的动词用过去完成时的，然后that have been existing变成了分词existing，个人觉得过去完成时不靠谱。
