E想为什么不对呢？LU不能吸引corporate sponsorship就更直接的说明不可能筹到钱呀.

in order to筹资

为什么一定要是政府的？

OG的解释其实蛮清楚了。我这里增加几个关键点：
Administrators at Logos University plan to sell any patents they acquire to corporations in order to fund programs to improve undergraduate teaching.
这里any patents they acquire所指的是第一句话里提到的政府资助，但是被判给学校的研究专利。整段话的重心是讨论LU通过卖政府资助所产生的专利来提高本科教学质量的可能性。
E可以说是完全无关的因为他讲的东西跟政府资助所产生的专利没有丝毫关系。因此作为无关选项排除。
