(E) The average level of consumer prices overall has increased more than 300 percent over the last forty years.暗指不是由于邮局管理而是通货膨胀引起的价格上涨。所以削弱了

conclusion:The postal service is badly mismanaged.
argument包含了一个过去和现在的比较。要削弱这个比较，就要使这个比较不具可比性。A、B描述了以前和现在的情况的不同，削弱了可比性。C项，感觉出得不太好，它直接削弱了结论，但又不是从逻辑的角度。D直接驳斥with an actual decrease in the speed。 E项是一个支持项，它排除了非价格因素。

A项，effectiveness错，文章没有提到
B项，太general了，原推理只是针对flu而已
C项，32-9=23
E项，给了这多信息，就得出这么一个无关痛痒的结论？

谢谢，tenfold是十倍，通胀涨了3倍，说明通账不足以带来十倍的增长，所以他们还是mismanaged这样理解对吗？

谢谢解答，第七题我一直纠结那个十倍和三倍的问题，这里说的排除非价格因素是说因为通胀只涨了三倍，所以不是通胀带来的十倍邮资的上涨，进而说明是mismanage对吗？

不是的，邮费是10倍，average level of consumer prices 消费者价格指数是3倍，注意这个average。邮费是计算消费者价格指数时要考察的一个项目而已。原题的逻辑是：价格涨了，服务差了，所以管理太差了。排除非价格因素，指就是因为价格涨了，所以管理太差了，而不是其他什么因素导致管理太差了。E强调了价格问题。

明白了，因为通胀效果，价格涨了，不是管理差导致的~~
这个300%比例太隐会，如果没注意到是个平均指数，我这样的栽的可能性太大了。
虚心学一下~~~注意这些词。
