答案选E 我当时就在想D 还是E呢 D的结构有点罗嗦但是E里面有个IT 我标注成红色了
这里的it难道不是指代 interest rates吗？
有点不太明白为什么这里it是对的呢。希望大家跟我解答一下拉，是不是这里的it的作用另有所指?

此处的it不是代词，是 businesses and consumers to borrow的形式主语，可还原正常语序为：
making businesses and consumers to borrow more expensive.

此外，即使这里是普通代词，it也无法指代复数的rates，而应改用they. 代词指代单复必须一致

不能用hopefully呢，太口语化了~~~

这里的考点是hopefully 和 hoping to,
另外，D里除了hopefully有问题之外，making more expensive borrowing by businesses and consumers缺少了形式主语，make什么东西more expensive?句子残缺。还有，borrow用被动比较好。

E里，it是形式主语，还原句子应该是：making businesses and consumers to borrow（interest rates） more expensive.

谢谢啦!那是不是如果句子成分残缺然后有个it 那就是形式主语额 - - 我怕我以后形式主语跟代词分不清白了》。。

it depends on diverse sentense sturctures.
另外，代词是没有就近原则这么一说的。
