Consequently, jobs will be lost and profits diminished.  Therefore, these requlations will harm the contry's economy.

Laura: The $25 spent by some businesses will be revenue for others.  Job and profits will be gained as well as lost.

转移结果，我的理解是转移支付，就是全国一盘棋，A部门出钱，创造了B部门的就业和收入，失之东隅，得之桑榆的意思。

c:提出Keith的论点忽视了一个（收益）转移的结果。即娱乐业减少的收益被其它部门赚取了，如一家歌厅安装消防喷嘴，必然成本上升了，收益减少了，但是卖消防喷嘴和生产消防喷嘴的厂商却赚到了这笔钱，因此对整个国家的经济不会有影响。
