In the decimal representation of x, where 0< x< 1, is the tenths digit of x nonzero?
1) 16x is an integer
2) 8x is an integer

1/16=0.0625 0.5*16=8 对于条件1 不能推出十分位是否为0
1/8=0.125 也就是不可能有比0.125小的数乘8 是整数所以条件2可推出X十分位定不是0
