E is the correct answer.
As the proposal regulated, when more than one nominee is to be named for an office, prospective nominees must consent to nomination and before giving such consent must be told who the other nominees will be. In other word, all of the prospective nominees must consent to nominations, but, since they should be told who the other nominees will be before they they propse whether they concent or not, i think , here , the other, means all the other prospective nominees, of course, someone still wait for their concent...so, if there are more than one prospective nominees, then, it is a dead circulation. what you must know before you give your answer is unknow and wait your answer.....therefore , just as E says....
I donot know whether my understanding is right and whether you can understand what i said... anyway, to understand this sentence is very important "When more than one nominee is to be named for an office, prospective nominees must consent to nomination and before giving such consent must be told who the other nominees will be." and you should be clear the relationships between the prospective nominees and their decision power to the nomintaion's passing....
