B正确，原文是问：为了防止过度严格的控制，什么是该明确的？B是说：控制物确实是有损环境的。如果不损害环境也被控制了，就是过于严格了。

E是说：已经在北海造成的环境损害是可逆的。这个和过度严格的控制有什么关系呢？可逆不可逆和控制的严不严都没有关系。思维一定不能有随意的跳跃。

我觉得应该选B，此道题目可以理解为削弱题，即选项推翻原文的观点，而E是事实陈述，不应列入。其他选项有的是支持，不应考虑。

个人意见，请牛人指点！

这道题目我做的时候选的是D，不过答案既然是B，那就肯定是我错了，考虑了很久，我觉得这是一道阅读题
whether or not specific environmental damage could be attributed to a particular source of effluent是作为the quality of effluents的同位语，即解释“污水的质量”就是“是否某种特殊的环境损害是由某种污水引起的”
答案B强调了某种物质是否对环境造成污染
我一开始阅读的时候，把whether or not specific environmental damage could be attributed to a particular source of effluent理解成“不管是否对环境造成污染”，意思就完全反掉了
