OA是B。我选了D，当时做的时候觉得不太对劲，但没理清楚思路为什么B才是正确答案。B只是排除了一个他因，但是能比D更加的strengthen呢？

刚看的时候觉得D也是有点道理的，毕竟收入少了就会少买烟。但是再一细想就不对了，我们要选的是对文章结论的支持，那么文章的结论是什么呢？文章的结论是：香烟的税后价格决定了香烟的销量。而D说的是税收增加后的那一年收入减少了，那么其实是在说收入决定了香烟的销量（即使价格不变，收入减少了，那么香烟销量不是也会减少么）。这样一来，D选项就完全不是支持原文结论的了。

反观B选项，排除了健康相关信息的影响，支持了价格是影响因素的结论，所以应该选择B
