答案A：The report recommended that the hospital eliminate unneeded beds,consolidate expensive services,and use space in other hospitals.
为什么recommended 后面的从句不用过去时态呢，难道是因为这个建议是普遍原则，所以就用一般现在时了。
请大牛们指导一下名词性从句的时态问题，什么时候从句要符合主句的时态。
另，如果主句是现在完成式，从句用什么时态呢？

第二个疑问：The report recommended that the hospital should eliminate unneeded beds,consolidate expensive services,and use space in other hospitals.
OG说should不应该加，因为recommended已经表示建议了，这个原则是否通用？

第三个疑问：如果我把这句话变成三个并列句，应该怎么连接，可以A，B and C么？不讨论累赘问题，只问三个并列句的连接。
The report recommended that the hospital eliminate unneeded beds, expensive services was consolidated ,and space in other hospitals was used.

这个题目竟然放了一个周末实在是不好意思

先回答你的第一个问题和第二个问题，这里实际上是一个问题
对于表示建议命令和要求的动词后面的宾语从句应该使用动词原形表示虚拟语气
这个原则是通用的，实际上是标准美式写作英语的一个绝对语法
所以在这里不应该使用过去时态而应该直接使用从此圆形
即便主句是现在完成时仍然应该使用原形

第三个问题如果你要表达宾语从句并列
那么三个that都是不能省略的
所以应该：

The report recommended that the hospital eliminate unneeded beds, that the hospital consolidate expensive service, and that the hospital use space in order hostials.
