1毫秒是1秒的0.001.计算机的运行一次程序的花费包括操作系统的内部整理自检程序1.07美元，每毫秒0.023美元的运行时间加上装配数据带的费用4.35美元。如果运行一个1.5秒的程序，这3个花费的总和是多少？

所以是1.5/0.001*0.023+1.07+4.35=39.92
