Records from other small towns show that whenever SaveAll has opened a store outside the central shopping district of a small town, within five years the town has experienced the bankruptcies of more than a quarter of the stores in the shopping district.

I feel the answer is B. If the residents of the town don't do shopping at stores in Morganville, then the activist's argument becomes pointless, since people won't come to the shopping district eventually, so his crticism on SaveAll cannot stand.

B, 不好,诉诸于居民。呵呵。 如果居民现在还一直在stores in Morganville 不能决定周围应不应该开打折店。我不在中心买,不一定我就非的在saveall买啊。
C多好, 经济好的城市破场比例也是1/4的话,说明开saveall没坏处。
